I have a similar problem with the Tb-Scout v2.0 app (https://community.sdl.com/developers-more/developers/language-developers/f/applications/35280) although I am admin of the account, and we have MultiTerm Desktop as part of our SDL Trados Studio 2017 Professional Network licences.
Interestingly enough, I was able to download the app mentioned by Dalila without problem.
Paul, would you be able to help with these issues ?

Please try again now. just loaded 6 new versions and I just published them. Unfortunately I still can't run any of them as I get messages about needing to update my version of Access... which I can't do as I already have the latest one installed. But I published in good faith that this is just a problem I have as it's not a plugin and may work for other users.

Paul, allow me some comments.
FYI the latest iteration of Tb-Scout v2.0 has been thoroughly and successfully tested in my shop in 5 different computers running three different Windows operating systems versions: Windows 10 Enterprise, Windows 10 Pro and Windows 8.1 Pro. Not to mention the generous feedback I received from fellow translators. The application has been compiled under Microsoft 365 (aka Office 365) in both 32-bit and 64-bit environments. As long as Microsoft Access version is related to Office 2016 and up the application runs perfectly well.
Regarding any issues with my application I will always be grateful to receive screenshots whenever any issue arises. I'll be more than happy to help.
The issue with the SDL AppStore old message "Download not avaliable (sic)" is still unresolved. It is a fact and others users in this forum have complained as well. That has nothing to do with your licenses or with your browser, I do believe that. Like I said, "let the buyer beware", if, for instance, I'm running Studio 2017 and want to use an app for 2021, it stands to reason I won't be able to use it, but why not let me download it any way?
This information may be useful to other readers interested in Tb-Scout v2.0. Regarding the message ""Database you are trying to open requires a newer version of Microsoft Access" error in Access" https://docs.microsoft.com/en-us/office/troubleshoot/access/database-requires-newer-access it may simply means that you are running an old version of Microsoft Access, older than Access 2016.
Unfortunately, nothing has changed, I am still unable to download Tb-Scout 2.0. This seems more of an App Store issue than a plugin issue which I hope can be solved since the app looks very useful for terminologists.
