Add a Search feature to the SDL Ideas site

Add a search feature to the SDL Ideas site. The idea is to reduce duplicate ideas from being submitted. A more advanced solution might include searching existing ideas when writing a new one (Like StackOverflow) and suggesting possible duplicates....

Hi Robert, good one, actually we do have functionality like that already but we didn't enable it yet.
