I am a new user and I would like to know the following:
Does Trados offer a RESTful API that can be used by external programs?
If so, what are the capabilities of this API? Does it support the so called 'TM - Translation Memory'?
Is there any documentation or other resources available to help me get started with using the API?

You probably won't find a more capable API for 3rd party developers!

If you do want to work with cloud/server resources then you might want a different product:

The documentation is really extensive and full of options. We are software developers and would like to optimize the translation process(user interface, documentation of our products). Currently, our translators use a web interface but such work has become too extensive. The goal is to automatize this process as much as possible by using your web APIs which we would integrate into our web application. The main advantage is that your database is 'teachable' - in the long run, the quality of the translations will improve.
My question is: which of your products do you think is the most suitable for us?

Given you are using web applications I think the choice has to be a web tool. So your options would be Language Cloud or GroupShare I think. GroupShare is an on-premise solution and Language Cloud is a cloud solution. If you already have one of these then the choice is simpler.
Having either of them also means that translators working with the desktop version, Trados Studio, will also be able to work with you through the integrations to Language Cloud and GroupShare, or working on the web UI you will also have with these products.

Language Cloud really means Trados Cloud but we have not fully completed our rebranding homework yet.
