Reopen a project to make changes

We have instances where we receive translation feedback or changes after a project is complete. We want to be able to update the translations in the specific project to ensure the correct TM entries are updated along with making sure the translated file that can be downloaded is the correct file.

    I checked in with the product team on this, and this is part of the "Making changes after delivery" initiative we are working on, so that even if a target file was created, you can move it back in the workflow and make edits and update TM again. This is in development and should be available towards the end of the year.
