Create mxliff file type (Memsource)

Currently one has to rename the extension and import as xliff. However, that does not imply full compatibility. For example, locked Memsource segments are not displayed as locked in Studio.

Also, apply "Do not store segmentation information in the translated file" automatically for the file type: https://help.memsource.com/hc/en-us/articles/115003484232-Translating-MXLIFF-Documents-in-Other-Tools-and-the-Known-Issues

No Paul, thanks, I did not know about it! However, I see no reason why this should be an app instead of simply an extra file type included in the core software.
