Introduce the ability to clone resources in Language Cloud

If you need to create additional resources such as language processing rules or filetype settings for example you currently have to create them from scratch each time. It would be very helpful if you could clone an existing template for the resource and then just edit the parts you need to change. This is a feature available in many other applications and Language Cloud would benefit from this as well.
