Make QUICK INSERT globally applicable instead of file-specific

Right now if I want to add a custom mark or something similar, I have to add it in Quick Insert setting under each file type, which is (unnecessarily?) tedious.

I would like to have such a setting for Quick Insert that once a new punctuation mark is added, it will be accessible for all file types.
