Since the very first days of Studio the possibility to change settings in File -> Options, File -> Setup -> Templates and Project -> Project settings has been causing trouble to thousands of fresh users.
IMO it would simply be better to remove ALL language related options (file types, embedded content processors, verification and language pairs) from File -> Options and place these ONLY within the templates. And change the location of the templates from File -> Setup to File -> Options -> Project templates.
