Restore SDLXLIFF converter functionality in Studio 2024!

By ending SDLXLIFF Converter for Studio 2024 you have removed key functionality, i.e. the ability filter the segments that are exported.

Restore this functionality! Give the users that same controls over what is exported!

  • Gets my vote... probably good to add that this refers to adding this functionality to the "Export for External Review" feature.  We don't want to keep supporting this additional app that is only needed because the "Export for external review" omitted these options as a replacement feature.
