Write packages even if target file is written

Problem title: Cannot write packages when target file is written

Description:

When trying to write a package in a given project, an error message appears informing user that one or more files have been finalized already and need to be set back into bilingual state. This message appears even if the language user wants to write package in is not finalized, and it appears regardless of whether the command is entered in global “Project” view or in language-level “File” view. In a project of e.g. 30 languages and 50 files, searching for the finalized files can be extremely frustrating and time-consuming.

Expected behavior:

User should be able to write packages, at least on language level (“Files” view), even if some or all files have been finalized in other languages. Additionally, there should be a global button allowing to set back all finalized files into bilingual state.
