Allow for the creation of group custom permission templates

Group permission templates are hard coded into TMS and do not meet everyone's needs. TMS should allow users to create custom permission templates for ease of group permission assignment and consistency.

I appreciate that implementation of this feature would make it easier to set up new groups in SDL TMS with custom permissions that aren't covered by the existing templates.
