This idea was implemented in the Tridion Docs 15 release

Make search for publications cases insensitive

If you use the search mechanism to search for topics this seems to be case insensitive.
If you search for publications this seems to be case sensitive. This is confusing and not user friendly.
The idea is to make this straightforward, possibly with a checkbox where a user can indicate whether a case sensitive search should be performed.
