The "Arrow Button" at the top/bottom of the slider bar for large windows is no longer there. Is there a way to activate that in the config file? The slider, at times moves the window too much.

That is rather strange.
You are running on Windows, correct?
Not only the arrow is missing but also your slider does not seem to be the normal one (rounded corners).
Do you see the same in the xyview window or is only the sdedit window affected.
Well here on my XPP 9.6.2 I still have the arrow button and the normal slider.
And I have nothing special in my config file
That's RHEL default scrollbar for GTK3 (XPP 9.4 used GTK2). You can try changing behavior in ~/.config/gtk-3.0/gtk.css (you likely have to create file):
