em spaces in ragged zone

Hello. I am submitting this question on behalf of one of our users. He would like some clarification on how an em space is defined within the context of a ragged zone.

Here is his question verbatim:

My question is clarification about how the em-space is defined: a hard, non-justifiable space? Or a “soft” justifiable space, comparable to spaceband?
Given the phrase, “width of the em space defined in the currently selected FAST,” I assume it’s the former, ie, a hard, non-justifiable space, but it’d help to have that confirmed
