What makes your post hard to acknowledge is auto-propagate is practically dependent on the actual project files, meanings it works independently from TM, TB or other integrated resources.
Was/is this specific to all project & related files or was it specific?

Thanks Lydia, It is working again. I set and reset everything a couple of times, and as miraculously as it had stopped working it start doing its job again. I have no idea how and why, but all is fine.

 Katrin Braams glad it worked. As I mentioned about Auto-propagate is a core feature of the solution that has direct dependency on the sdlxliff files. This means no other feature / asset is required for auto-propagate. So if there is an issue with core solution or issue with the sdlxliff files then I can understand some features like auto-propagate proves problematic. So a reset was a good avenue to explore in order to restore stability
