How do we change Studio 2019 QA settings so it REPORTS a non-translated segment as error?
In the QA settings you ensure that forgotten or empty translations are reported. Then set the type of error to "Error". This should actually be the default anyway, but if your project settings are changed this should help you get it to what you are after without resetting them all to default:
