are there logs here C:\ProgramData\SDL\Chainer\Logs ?
I don't see an error message. However, I do see a window/message popping on and off too quickly to even see. The SDL folder is sent in Package Cache under ProgramData. Once in the SDL folder, the only referance to Chainer that I see are two executables, Chainer.exe and ChainerHost.exe and one config file ChainerHost.exe.config.
Try double clicking setup.exe in that folder and if it does the same.
you can try running chainerhost.exe
