Deactivating the license for Trados Studio 2019 from my old computer

I need to deactivate the license for Trados Studio 2019 from my old computer in order to install the software on my new computer. I am receiving an error message when trying to deactivate. I tried deactivating offline. Also getting an error message.

The error message reads: 

Deactivation failed.

Could not connect to the activation server. Check the activation server address in the provider settings. The remote server returned an error: (403) Forbidden.

When I tried to deactivate offline, I received the deactivation certificate, inputted it and received this error: 

An error has occurred with your offline-deactivation. If you continue to have problems, please Please log a support request.
