This problem occurs from time to time, now since 15+ years... Please follow the link in my reply to the following post: community.rws.com/.../119474
The developers just need to go and assign a x:UId for the WPF based entries to be localized, preferably automated within the build process, as suggested here by Microsoft. All these entries can then be extracted by Passolo.
Thank you, Achim, for pointing me to this. We will try it - looks way less work than putting all these in a string table!
