Cannot open the file parcel in the format of wsxz with Trados

I cannot open the file parcel in the format of wsxz with Trados. When directly clicking it to open it or open it in Traods, it will be presented in Windows notebook and there appears to be garbled message. What should do to solve the problem?

    - Find the element 'term Note Spec name' and 'descrip Spec name', you will see that the value of their data Cat Id is the same.

    - Change every occurrence of a value of the above elements' attribute 'data Cat Id' to any different name.

    - Save and close the XCS file.

    - Compress all of the extracted files to a zip file.

    - Change the zip file name extension to *.wsxz.

    - Open it in Studio. It should open without error.

    Please note that there is no need to revert those two elements' data Cat Id value back to original state in order to upload the return package back to World Server since the Return package contains only the bilingual translated file and not Termbase file.
