IDML target file “not well-formed” when exporting comments in Studio 2024

When I have the setting on "Retain Studio comments as PDF comments in the target file" on in Studio 2024 CU1, the exported target file won't open in InDesign 2025.

Unchecking the box results in a good target file.

Studio version is: Trados Studio 2024 - 18.0.1.2259

InDesign version is 20.0.1
