CRQ-12097 only happens when the WS package has been pre-translated by Language Cloud machine translation but not MT Cloud or MT Edge plugin in this senario?

It looks like there's a typo in both activation scripts: they both say "xlif" in a number of places instead of "xliff".

Good question!

If your upgrade was successful and your 11.3.2 database works as expected, you don't need to do anything. The scripts were meant to fix an issue caused by the upgrade to 11.3, but only on certain environments.

These changes will most likely be included in the upgrade scripts from 11.3 to 11.4 as well.

The documentation has been updated, but the information about 11.3.1 is in the 11.3 manual. There are two main reasons for this: (1) scalability and (2) the fact that 11.3.1 is a cumulative update, not a separate release. As an additional example, you can find information about 11.2.1 and 11.2.2 in the 11.2 manual.
