Thank you for your question. You can find the status of the sub-map in the content area (you can click the map name in the outline or just scroll to it). The sub-map is represented as a header block, like a topic without content. The status is on the right, just like in a topic.
If the sub-map is released, the reordering actions for the topics inside (in the contextual menu) are grayed out.
It might be a good idea to have a more explicit notification for user about the reason they cannot reorder topics in released sub-map. To check the level of interest, you could post it as an idea here: https://community.sdl.com/ideas/sdl-tridion-ideas/i/tridion-docs-ideas
