Prioritize items in the publishing queue

The system should enable users to control the order in which outputs in the queue are published, possibly by indicating the priority of outputs in the queue.

Currently, the only way to push a high-priority output to the beginning of the queue is to manually cancel publishing all other outputs in the queue that are in front of the high-priority output, and later resubmit those outputs for publishing. This is inefficient and inconvenient.
