Add ability to download just one language delivery at a time, from Language Cloud

Issue: Now that I can get notifications of delivery when one language in a project is complete, I can go and download the first language delivery when it's ready. For every language that is ready after that, I cannot download just the one language and must re-download all the language deliveries in LC.

Suggestion: Allow a user to download all languages or select individual language deliveries to download from the Language Cloud portal.

    I share Tim's concerns about downloading translated files multiple times, and file size is just one of my concerns.

    In TMS, I can download single/multiple languages as they become available. When the language(s) are submitted after download, they are no longer available for another download. This is the sort of functionality I would expect in ManTra, too, for the reasons listed below.

    - We cannot wait until the full language set is available for download, i.e. download only once, when the last languages are available. For most projects, we download and process languages as they become available and will need this flexibility in the future, too.

    - The increasing file size for downloads which include languages no longer required (as they were already downloaded) is an issue. To download one of our typical projects with 31 languages and 50 Mbytes per language can (and will) take forever. After each new download we would have to check the file just downloaded and deleted the unnecessary files we already downloaded (several times) and process only the new languages. We don't have the resources for this and this is not efficient.

    - I don’t want to download the same language multiple times not knowing if the files I initially downloaded are identical to the ones I downloaded again (maybe multiple times). Even if I know that the files are the same, I would feel uneasy.

    Having the option of downloading all files or downloading an individual language (and then maybe set it to complete) for me is very high on the priority list.
