Automatically attach a Certificate of Translation Accuracy

Some clients require a Certificate of Translation Accuracy, which is digitally signed by project managers. Is it possible to upload such a file as delivery manually? I'm not sure that it is, but even so, it would be even better if the template could be uploaded and auto-filled with the given date to be attached automatically with every delivery.
