Note that SDL Tridion Sites has no built-in concept of "Staging" and "Live". What do you expect those things to be? Purposes of the Target Types of the currently selected Business Process Type for the Publication?
Do you expect the buttons to be disabled if the item is not published to the target (similar to the "View on Site" popup)? Or do you only expect buttons for targets the item is published to?
What about Target Types which don't have a mapping in Topology Manager? For example, you may want to be able to Publish from a Publication higher in the BluePrint "including child Publications". For that purpose, the Publication should have a Business Process Type, but none of the Target Types have mappings because you're not publishing that Publication itself.
