This behavior was implemented to make packages compatible with older generation of Content Porter (for Tridion 2013 and earlier). As these Tridion versions no longer supported, that can be changed. Thank you, Dominic, for reminder!
More to that, Content Porter 9.1 will have all dependencies turned off by default. As a result, only explicitly selected items will be exported in the default setup. We expect that to be the better default than when CP exports all possible dependencies just in case they are missing on the target environment.
