The Is_Online column in the database is internal and should never be used. There is a queue messaging logic in CM that relies on this column that might be broken if the value will be modified outside of the system.
In general, this request sounds like an infrastructure task and not a product feature. The ask is, essentially, to be able to turn on or off the Publisher from the system because it requires approvals of system administrators. Turning services off might affect the whole system availability and it must be controlled by the system administrators.
