Unable to generate offline activation certificate for Trados Studio

Question

I am getting back to translating and have reinstalled an older version of Trados Studio. In an attempt to generate an offline activation certificate, I am running into the message below after waiting several minutes for the server to do something: 
 (both activation license and installation IDs were provided, but no output from Trados Studio Licensing)

 What version of Studio did you installed? What Windows version do you have installed? 
 Let me know exactly what are you trying to do step by step.
