Actually it is not possible to download the European Union AutoSuggest dictionary English US - German with Google Chrome and Microsoft Edge. Error message: xy cannot be downloaded safely.

 Thank you for your feedback. 
 I have just tested the downloading in Chrome - after I filled in the form in the website - and after clicking "Download", a pop-up window emerged to save the .zip files. So it works fine Chrome browser, maybe you can check if your Windows and browsers are all updated and allow pop-ups? 
 As an alternative to the website download, you can try and download the dictionary directly from the AppStore: 
 https://appstore.sdl.com/language/app/european-union-autosuggest-dictionary-english-us-german/210/
