If I am creating projects and tasks for my students in Trados Team, is it possible for me to restrict the use of machine translation?

The best way to manage this is to do it via your translation engines. If you do not include it in the transltion engine you make available then it cannot be used in the project.
You can work with different templates so you can manage the use of translation memories, terminology and machine translation. If you had, for example, two translation engines, one using machine translation and one not then you can simply toggle between the two when you create the projects for your students.
