Yes. In order to access it, you need to register as a developer on the OpenExchange website of SDL.
Go to http://www.translationzone.com/en/openexchange/develop-applications/
read the intro and if you agree, click on the button "Sign-up as a developer" on the right-hand side.
You will then receive an acknowledgement of SDL that you have been accepted as a registered developer and will then have access to the SDK (documentation and code samples).
