When all except for "All Language Pairs" is chosen at 'Language Pairs', for example, 'English (United States)->Japanese (Japan)', the error message "Failed to create setting page" is indicated.
I don't want to make an option of anything but "All Language Pairs" indicate so as not to make users be confused.
