I'm trying to trigger an action in case no translation provider match is automatically copied into the segment. The ActiveSegmentContentIsReady event seems to be the mechanism intended for these type of situations, but it works strangely. If I have no translation provider specified, it will fire after opening the segment. If I have translation providers specified, ActiveSegmentContentIsReady fires after copying the translation provider match into the segment, but it will not fire at all if there is no translation provider match available.

Is this the intended behavior of the event?
