(drive-by comment) A bit more context could likely help. As a developer I experienced that if I don't bump the version number for the plugin, Trados won't install the new version. So either bump the version, or set up VS to automatically put the unpacked plugin into the right location of Trados. But based on the question, not sure if you meant this.
