 1. I think I'll add an User Control about my Plugin. I'd like to add the item '3D Menu' to the item of Options->Editor newly, is it possible? 
 2. In the Studio2015 SDK, what kind of change was added mainly from Studio2014 SDK?

You could add a button on the Editor view ribbon from where the user will be able to open your configuration window (you can also assign shortcuts). You can find an example here:
