Now, I am writing a manual of my plug-in (ver1.10). 
 In 2014, users should download the "SDL Plugin Installer". 
 And in 2015, is the "SDL Plugin Installer" attached?

You are right for Studio 2015 the installer is already shipped together with the product and there is nothing that the user should do. For Studio 2014 they should install it from here: http://www.translationzone.com/openexchange/app/sdlplugininstaller-797.html#85394
