When Trados 2017 will be released, "Batch Task API" documentation will be available also offline. In the mean time you can you the online documentation.

You can download the SDL Studio 2017 API documentation which contains the Batch Task API documentation file.

It's VERY difficult to actually find the SDK page - trying to search for "Trados Studio SDK" 
 You're right. I have reported the search engine problem to the web developers to see if they can improve this as none of the SDL pages will find anything. I also reported the broken link... thank you for reporting this. 
 I only ever use google to search for anything so didn't notice this myself:
