Since last year Visual studio templates to create plugins are not installed with SDK any more. We released Visual Studio extensions for both Studio 2017 and 2019.
*For Visual Studio 2019, the templates extension cannot be installed, because the upgrade to Visual Studio 2019 was not done.

In Visual Studio from the menu select "Tools" -> "Extensions and Updates"

Select "Online" tab and in Search box type "Trados"
From search result install which version of the templates you want.
