When Create inserts a hyperlink, does it use the logical ID or the version ID? Does Create always link the the most recent version of a given topic? I am trying to determine if a link is version specific or not.

When you create a hyperlink in LiveContent Create, it will use the GUID of the topic you are linking to, so the logical ID. Which version of that topic will be used when publishing your content depends on your publication baseline.
