Is it possible to modify the table markup that is inserted by the Insert -> Table wizard in Content Editor? (Not the markup insert menu available from breadcrumb or the Insert -> More Content buttons.)

There is no difference between the tables inserted from Table wizard and the tables inserted from the breadcrumbs menu or “Insert –> More Content” menu. Table wizard is there just for a quick access and an easy setting of a table’s dimension.
So markup is not dependent on the way the table was inserted.
One thing to keep in mind is that there are two types of tables supported by DITA topics.
A common Table (also referred to as CALS table) that supports a variety of control over display properties and structure itself. And a Simple Table that lacks most of the control but is more regularly used to present simple data.
