I'm making request to control the background opacity of the dotted and dashed tabular rules in order to handle client styles that use these rule types with shaded cells (fmcolor, fpat, fcell).
The attached image shows the current functionality when dot11 is used with fmcolor and fpat. The dots are drawn correctly, however the space between each dot is white.
To track down where this is coming from, I've tried things like:
- changing the background color of the block to ensure that this isn't the block color;
- adjusted the row gutters
- tried different macros (ftype, fprio,) and arguments to fcell.
The result was always the same, the space between each dot remained white.

The idea / ask is to control the opacity of the space between the dot / dash in the segmented table rule styles.
