Add transliteration/transcription functions

Add transliteration/transcription as a feature to ETS. It should automatically transliterate/transcribe arabic characters to Latin and reverse.

The Arabic chat alphabet is highly used by young people (and not just them) in arabic countries, I definitely thing there is a use case for it.

Any chat app could probably be a candidate for it.

    We have a specific language pair model which has been specifically developed to handle and translate the Arabic Chat Alphabet (also known as Arabizi). The model is "Informal Arabic -> English", and it is available in both MT Edge and MT Cloud.

    Transliteration is also supported by some of our Statistical Language pairs such as Arabic, Japanese,...
