Add QA checking to TM maintenance

To help clean up TMs, it would be beneficial to have QA tools within the TM maintenance view. This would enable us clean and maintain or TMs to ensure there are no bad entries, especially from legacy TMs.

We are still trying to find a good way to perform TM cleanup and being able to leverage the same QA rules we use on projects would be beneficial.
