allow adding (additional) recipients for Email notifications on project and customer level

Sometimes we create projects for our clients via the main tenant or customer portal. But the customer doesn't get any notification mails because none of them created the project. But still the customer needs to have the information that a project is finished. Other scenarios might require different settings. Therefore it would be very helpful to have the option on customer level as well as on project level to decide on additional email recipients for notification mails.
