Enable ranking of linguists for automatic assignment

Our vendors would like to group their linguists into tiers. If tier 1 is unavailable, they'd like tier 2 to have an option to claim. They'd like this to support at least 3 tiers. The current set up has all possible linguists able to claim a task when really things should be segmented.
