Integrating a function in TE interface similar to the one in WS called "Create from existing"

Currently, a TE user can't use a templete or a project draft as a base when creating a new project. He/She can do so via the CP interface only. It would be nice for a TE user, when he/she needs to create several separate projects with similar target languages, custom fields, etc. to select an existing project (ongoing or completed) and ask TE to "copy" the settings during the project creation.
