LQA sampling

Create the ability to send completed translation projects to a LQA workflow. Create the ability to send separate files within a single project.

Ideally we'd be able to select a completed project and reopen with a new LQA specific workflow.

    This is currently not supported, and no immediate plans to add this. There might be a couple of workarounds that can be explored -

    1) Create a new workflow for LQA only and you still need to download the last bilingual file from a completed project, and use it as source in a new LQA project, some manual steps are still required, and also if you apply Restricted project in the templates, only certain profiles can download files, Administrator, Lead Project Manager and Project Managers.

    2) See if it's something that could be built using the Workflow Editor here, especially once we have the item about making changes after delivery. Would be interesting to explore. Else it would require a customization (Custom WF task that takes a subset and spawns a new project).
