When a translator realizes in the translation phase that he needs to access an additional TM to the ones that have been preconfigured in the assigned translation engine, he cannot do this. The only way to add another TM is that the PM modifies the configuration of the underlying translation engine.
This is much too complicated, the translator must be able himself to add a TM he is allowed to access to his project when required.
